The deal and the negotiations started on 2012. The deal says that 126 Rafale aircraft would be purchased from the Dassault aviation, 18 in ready to fly condition and the remaining will be manufactured in India by Hindustan Aeronautics Limited (HAL). The total estimated cost of the Rafale deal in 2012 was Rs90,000 crores that means the total average cost of per aircraft was around Rs570- 600crores. Later due to some political interference the deal canceled and with the change of the government into the Bhartiya Janata Party (BJP) the deal also got changed. The new deal purposed by the new government was to purchase 36 fighter jets all in ready to fly condition from the same France based company, Dassualt Aviation at a cost of around Rs59,000 crores that depicts the average cost per aircraft around Rs1,600 crores. The higher cost of the planes started the controversy about the corruption in the deal and the inactive participation of the government made this controversy even more realistic. The BJP government totally denied all the allegations against the deals and said that the undisclosed information is the matter of National security.

Rahul Gandhi in many press conferences has demanded the re-investigation on the Rafale deal but as the Supreme court has already said that, this matter is out of their concern and they cannot dictate the government over the price negotiations over the deal. Hence, the investigation is no longer taking place. The several pleas till now has been rejected by the court, on Nov 2019 supreme court judgement came out as there is no irregularities or corruption in the deal. The opposition parties are still demanding the investigation on the judgement and accusing the judges of false judgement.

The several more questions asked by the opposition parties like what made the cost go that high. What are key areas that costs the place. Why is the government is not disclosing the specification of the planes and the cost involved in it? In a conference BJP Defense minister Manohar Parrikar said that there is no corruption in the deal and the prices are high due to the new specification of the plane, the spare parts, maintenance required for it and the tools it requires. After this conference the questions raised by Rahul Gandhi that is the deal was concerned by the Cabinet Committee? In a conference Rahul said that how can the Prime Minister alone can get a foreign deal done without even concerning the cabinet ministers and moreover the main question is on the transfer of the deal from HAL to the private company. The deal for 26 Multi Role Light Combat Aircraft (MRLCA) was with the HAL but the government took this project from HAL and transferred this project to some private company. The sources also say, that the Modi government is tied up with the reliance company and directly in deals with the Mr. Mukesh Ambani. The last set of aircrafts will be delivered shortly in the year 2022.
