On October 10, 2024, the second Army Commanders’ Conference took place in a hybrid style at a forward site in Gangtok. The Senior Commanders Conference being held in a forward position highlights the Indian Army’s emphasis on ground releases. The top leadership of the Indian Army discussed in detail all facets of current security situations, the conditions at borders and in the hinterland, and the difficulties facing the current security apparatus during the event. The conference is also centred on topics related to human resource management, logistics, administration, and organisational restructuring.
The Defence Minister Rajnath Singh’s speech to the Indian Army’s top leadership on the second day of the conference was the main event. It started with a briefing on “Security Dynamics in the Regional Conduct: Challenges and mitigation measures.” Owing to the unfavourable weather in Gangtok, the defence minister’s speech was delivered virtually from the army location in Sukhna.
He reaffirmed the nation’s belief in the Indian Army as one of the most dependable and inspirational institutions in the nation. He emphasised the important role that the Army plays in combatting terrorism, protecting our borders, and helping the civil government whenever they need it.
Raksha Mantri saluted the valiant individuals who gave their lives in defence of the country and thanked each soldier for their service. He conveyed his happiness to be at the Army Commander’s conference and praised the Army leadership for effectively advancing the Prime Minister’s and the country’s “Defence and Security” vision.
The Minister of Defence said he has been to the Army Commender Conference for more than five years and praised the value these higher leadership conferences provide to both the Armed Forces and the country at large. He also praised the Indian Army’s strategy for introducing and assimilating cutting edge technology.
The minister of defence emphasised the confusing and complex global environment that exists today and impacts everyone. He declared, “The recent conflicts taking place in various parts of the world demonstrate that unconventional and asymmetric warfare, including hybrid warfare, will be a part of the future conventional wars.” This means that when the Armed Forces plan and formulate strategies, they must take all of these factors into account. To prevent damage control, we must continue to learn from events, both recent and historical, including global ones. Keep an eye out, modernise frequently, and be ready for any eventuality.
Regarding the current state of affairs along the northern borders, he stated that he fully trusted the Army to handle any emergency, but that continuous negotiations for a peaceful conclusion will carry on at all levels. He praised the BRO’s efforts, noting that despite challenging circumstances, they had resulted in an unparalleled increase in road connectivity in the Western and Northern borders. He also stressed the need for continued improvement.
He praised the Indian Army’s response to cross-border terrorism in reference to the situation along the Western frontiers, but he also emphasised that the adversary’s proxy war is still ongoing. “I commend the outstanding cooperation between the Army, the CAPF, and the police forces in combating the threat of terrorism in Jammu and Kashmir,” he said. I would like to thank the Indian Army once more for its coordinated actions in the Union Territory of Jammu and Kashmir, which have resulted in greater stability and peace in the area. This was also demonstrated by the results of the most recent elections held there.
The Minister of Defence praised the Army for its excellent operational readiness and capabilities, which he has consistently seen firsthand when visiting forward locations. In addition, he expressed gratitude to all the courageous people who gave their lives to defend their country. By establishing long-lasting cooperation partnerships with foreign armies, the Army has significantly advanced our national security interests through military diplomacy, to which he paid tribute. In addition, he praised the Indian Army for the outstanding achievement of its Army Sportsmen at the most recent Olympic Games (2024). Rajnath Singh also expressed his gratitude to the Army and Armed Forces for their long-term support of Swatchta Abhiyaan, saying that people should be inspired by their actions.
The Minister of Defence emphasised how technology is advancing in all areas of our lives and praised the armed forces for effectively implementing it. He recognised that the Army was making strides towards “Modernisation through Indigenisation,” or “Atmanirbharta,” by working with civil enterprises and prestigious educational institutions to develop specialised technology. According to the minister of defence, the government’s primary goal is to modernise every soldier’s weaponry through Atmanirbharta, or self-reliance, and it fully supports the armed forces in this regard.
“Defence diplomacy, indigenisation, information warfare, defence infrastructure, and force modernisation should always be contemplated in such a forum,” he said in closing. Being ready for war should be a constant state of affairs, and we should never be at a loss for what could come up at any time. We should constantly be improving our fighting techniques and weaponry so that we can respond effectively when necessary. The government is dedicated to helping the Army advance on the path to reforms and capabilities modernisation since the nation is proud of its armed forces.
